None of it performs the rescue. Physically extracting a struggling, panicking person from water — the most dangerous phase, since drowning victims climb their rescuers — remains entirely human, as do CPR, spinal management on a pool deck, judgment calls about the drunk guy versus the tired kid, and the deterrent effect of an authority figure in the chair. Regulations and insurers require certified human guards at supervised venues, and seasonal lifeguard shortages are a chronic story.
