Because the economics don't meet: the job is unpleasant enough that humans keep quitting, but the setting is too cramped and variable for affordable robots. That gap — chronic vacancies, no machine fix — keeps wages slowly rising and makes the position perpetually available. It's job security of the least glamorous kind.
